I made these tornado effects using the HDRP Unlit Shader Graph in Unity 2019.2.0b1. The cylinder mesh was created in Maya LT then modified in Shader Graph to give each tornado its own effects like fire, ice, and wind. Easy to adjust for your own purposes in your own game projects.
I did not test this for the lightweight render pipeline. When I do I will post an update for mobile users.
